Uzbekistan creates Ministry of Transport
The Ministry of Transport is being established in Uzbekistan on the basis of the Uzbek Agency for Automobile Transport.
President of Uzbekistan Shavkat Mirziyoyev signed a decree “On measures to fundamentally improve the system of public administration in the field of transport”.
The Ministry of Transport is the body of state administration for development and implementation of a unified state policy in the field of the development of automobile, railway, air, river transport, the metro, as well as road facilities.
The new ministry carries out state regulation of the activities of organizations in the field of transport and road facilities through the adoption of legal acts, issuing licenses and permits, certification, conducting an effective technical and tariff policy.
According to the decree, decisions of the Ministry, taken within its authority, are mandatory for execution by government bodies and local government bodies, other organizations and their officials, as well as citizens.
The Ministry will develop a unified state transport policy for harmonious development of all types of transport based on their integration into a single transport network and the use of new efficient transport and logistics systems.
The department will also conduct a unified tariff policy in the field of transport, aimed at stimulating the development of the transport and logistics services market, ensuring their availability for all categories of consumers, as well as attracting investments in the industry.
The Ministry will develop proposals and implement measures for the development of international transport corridors, the improvement of the logistics system, etc.
Among the tasks of the ministry are development of public-private partnerships and the increase of the country`s investment attractiveness in the field of transport and road facilities, introduction of advanced information technologies for the digitization of the entire transport system, the development and implementation of strategies for the future development of the Unified Transport System of the Republic of Uzbekistan.
The new ministry will receive:
the State Committee for Highways with its renaming to the Committee for Highways under the Ministry of Transport of the Republic of Uzbekistan;
the State Flight Safety Oversight Inspectorate with its transformation into the Civil Aviation Agency under the Ministry of Transport of the Republic of Uzbekistan;
the State Inspectorate for Safety Supervision of Railway Transport with its renaming to the Inspectorate for Safety Supervision of Railway Transport under the Ministry of Transport of the Republic of Uzbekistan;
the State Inspectorate for Quality Control of Road Construction Works under the Cabinet of Ministers with its renaming to the Inspectorate for Quality Control of Road Construction Works under the Ministry of Transport of the Republic of Uzbekistan;
Uzbek Shipping Register of the Ministry of Emergency Situations;
Center "Usaeronavigatsiya" under the Cabinet of Ministers.
Under the ministry, a Center for the study of problems of development of transport and logistics will be created.
The head of Uzbekistan abolished the Department of Transport and Road Infrastructure Development of the city of Tashkent.
The Decree instructed till 1 November to develop a draft law “On Transport”, taking into account generally accepted norms of international law, including, inter alia, optimal and balanced interaction of various types of transport.
The President ordered to draft a Concept for development of transport until 2025, envisaging measures to improve the country`s position in international rankings on logistics efficiency.
